Overview of JIS/TR (Technical Report)

A JIS/TR is, basically, intended to publish the preliminary technical information for standardization prior to its completion as a JIS (Japanese Industrial Standard) and to promote active discussions on it and associated technology to obtain a technical consensus for its standardization.
The relationship between JIS and JIS/TR is almost similar to that between ISO and ISO/TR.
We have three types of JIS/TR, i.e., Type 1, Type 2 and Type 3. They are similar to Type 1, Type 2 and Type 3 of ISO/TR respectively.
When the substantial support cannot be obtained for acceptance of a JIS draft in Japanese Industrial Standards Committee (JISC), JISC may decide that the publication of the draft in the form of a TR would be appropriate.
When the subject in question is still under technical development but could be standardized as a JIS in the future, JISC may decide that its publication in the form of a TR would be appropriate.
When there has prepared a document containing information of a different kind from that which is normally published as a JIS, JISC may decide that its publication in the form of a TR would be appropriate.
In the procedure of TR development, a JIS/TR is remarkably different from an ISO/TR and it can be much more rapidly developed than an ISO/TR.
After drafting a JIS/TR text, the responsible subcommittee submits the text to Japanese Industrial Standards Committee (JISC). If the text is approved in the Council meeting of JISC, it will be published within 2 months. The Council meetings are held in March, June, September and December. There is no voting procedure for completion of JIS/TRs.
A JIS or JIS/TR (English version) can be submit to ISO using the fast-track processing. Therefore, the combined procedure of JIS/TR publishing and ISO fast-track may be the most fastest procedure to complete an international standards (or ISO/TRs).
Basically a JIS/TR reserves no copy right. It can be reproduced in any form and means except photocopying. However, it can includes some texts or clauses of proprietary. In those cases, the original copy right for the proprietary is indicated and reserved.
